Here is the Theory, Policy & Society call for papers for APSA 2008:

Panel Title: Critical Policy Analysis

Panel Co-Chairs: Dvora Yanow (Vrije Universiteit, Amsterdam) and Frank
Fischer (Rutgers University)

Description: The Theory, Policy & Society Conference group invites papers
that contribute to the postempiricist perspective of public policy and
policy analysis.  Presentations dealing with discourse and disursive
politics, argumentation and deliberation, interpretive and qualitative
analysis, constructivist and narrative approaches, the politics of
expertise, and democratic governance are particularly welcome.
