senior lecturer in Public Policy and Development Management. It is a
tenure-track post.
We are looking for expertise in two of the following areas:
(1) governance and decentralization;
(2) organizational analysis, organizational change and public sector reform;
(3) methods and practice of policy-relevant research.

Vacancy for a full time (Senior) Lecturer
in Public Policy and Development Management
located in the Staff Group States, Societies, World Development
The multidisciplinary staff group on States, Societies, World
Development offers five specializations (Governance and Democracy; Human
Rights, Development & Social Justice; International Political Economy &
Development; Politics of Alternative Development; Public Policy and
Management) in the 15½-month Master of Arts in Development Studies. The
group conducts research in these areas and is also involved in
research-relevant advisory work as well as institution-building projects
in various countries. It is in addition responsible for a ten-week Diploma
on Governance, Democratization and Public Policy as well as a Masters of
Public Administration programme delivered in Surinam.
The staff group seeks to fill a tenure-track position at the rank of
(Senior) Lecturer in Public Policy and Development Management. In addition
to teaching, the new staff member will be expected to play an active role
with respect to the staff group's research interests (partly through
participation in CERES, the Netherlands national research school for
development studies), the acquisition and implementation of projects
and/or research-relevant advisory work, and management in the staff group
as well as the ISS as a whole.
The structural tenure-track post is expected to cover two of the following
areas
(1) governance and decentralization;
(2) organizational analysis, organizational change and public sector reform;
(3) methods and practice of policy-relevant research.
The staff member will contribute to teaching in MA and Diploma programs
notably the specializations on Public Policy & Management and Governance &
Democracy as well as in
the diploma in Governance, Democratization & Public Policy and in
cross-cutting courses. The staff member will have an active role in the
development of teaching activities, short courses, and supervision.
Tasks and Responsibilities include:
- Teaching, research, and (external) project/advisory work in public
policy and development management, with capacity in two of the following
areas: (1) governance and decentralization; (2) organizational analysis,
organizational change and public sector reform; (3) methods and practice
of policy-relevant research.
- Management duties in the staff group.
- Availability for work in other areas of the staff group and Institute,
dependent on the appointees capacity.
Requirements:
Suitable applicants should have a solid background at the PhD level in
one of the social or management sciences (such as public policy
management, public administration, political science,
sociology/anthropology, institutionally oriented economics, or a
combination of these). They will hold a PhD or equivalent in a relevant
discipline (or be very close to completion), with a good record of
publications.
Applicants for the post will have a broad understanding of development
studies, be ready to contribute broadly within an institute of
international development and comparative social studies, and be committed
to interdisciplinary teaching and research. They will be able to work in
and contribute to the multi- and inter-disciplinary context of the Staff
Group and of the ISS as a whole.
They will have a good record in teaching (preferably including in
mid-career adult education), research and project work, in particular with
relevance for developing countries and/or countries in transition, as well
as experience in the supervision of post-graduate students. Interest in
skills training with regard to effective governance and development
management would be an advantage.
They must be prepared to undertake tasks abroad when required.
The position requires experience in at least one major region of the
developing world or of countries in transition. Candidates with expertise
on sub-Saharan Africa or South-East Asia are particularly encouraged to
apply. Knowledge about public policy, management and governance in Western
Europe and/or North America will be an advantage.
The staff member must be able to work in a multicultural international
environment.

Employment conditions:
ISS follows the Collective Labor Agreement of the Dutch Universities.
Salaries at the rank of
Lecturer range from 3060 to 4190 gross per month, depending on
qualifications and years of relevant working experience. Salaries at the
rank of Senior Lecturer range from 3709 to
4761 gross per month. In addition there is a 8% holiday allowance and a
end-of year payment.
