>From universal principles to local action
In today's world of growing inequality, intolerance and violence, Human Rights, more than ever, need promotion and protection. This protection is first and foremost a collective enterprise on the part of the entire international community. With this in mind, the City of Nantes (France), capital of the region of Pays de la Loire, member of the Eurocities executive committee, in co-operation with its partners, wants to encourage reflection and the sharing of experiences in the field of Human Rights. Therefore Nantes hosted the 1st World Forum on Human Rights in May 2004, on the initiative and with the support of UNESCO. A Forum which attracted 1,000 delegates representing 70 different nationalities.
And a second World Forum on Human Rights will be held in the Nantes Métropole International Convention Centre from July 10th to 13th, 2006 (2006 will be marked by the 40th anniversary of the adoption of the International Covenants on Civil and Political Rights and Economic, Social and Cultural Rights by the General Assembly of the United Nations). As in 2004, topical issues relating to Human Rights will be debated by policy makers (representatives of States, towns and local governments, members of parliaments) from all over the world, members of international organisations, of academia and representatives of civil society.
To meet the existing and emerging challenges in the area of Human Rights, there is an essential need for solidarity between all those who work in this field. The promotion and protection of Human Rights are the responsibility of international society as a whole. The World Forum of Nantes reaffirms this solidarity and responsibility.
An innovative event
The World Forum on Human Rights is a meeting place and a centre of free dialogue in which all the actors in the field of Human Rights can participate on an equal footing. Its main objective is to bring together all the categories of actors working towards the implementation, promotion and defence of Human Rights. The Forum aims to be a place for useful sharing of ideas, experiences and knowledge, thus strengthening the co-operation between the various actors involved on a local, national, regional and global scale.
To achieve this, the Forum offers an unusual approach by trying to combine theoretical input with practical experience, which too often tend to exclude and ignore each other. Only by bringing together action and reflection, can we propose the most appropriate and most effective responses to the challenges facing us regarding the protection and defence of Human Rights.
Sharing knowledge, creating networks:
All too often, the various players involved in Human Rights work separately. The aim of the Nantes Forum is also to encourage the sharing of ideas and knowledge. The Forum gives delegates an opportunity to establish contacts, instigate discussions, create networks and reach agreements on the possibilities for joint action and subsequent follow-up. It is a forum for free debate and the comparing and contrasting of points of views; it is not aimed at adopting or issuing declarations. Nor does the Forum have any intention of laying down standards for the protection of Human Rights or monitoring situations to ensure that Human Rights are respected. Responsibility for this lies with the relevant agencies and institutions. The Forum project, which is modest in form and ambitious in its aims, provides a new arena for general reflection, in-depth discussion and the promotion of good practices with a view to contributing to progress in the area of Human Rights.
