Daniel de Lichana, principal, Groupe de Lichana, Paris, France. He has
worked on many large development projects in Europe. He developed the
concept of “Smart Neighborhoods” (Quartier Intelligent) which incorporates
information technology and smart urban neighborhood services to enhance
communication, education, security, health services, transportation, and
cultural expectations. The concept has been implemented in Chelles, France,
and Mr. de Lichana is bringing the approach to the U.S., relocating his
operation to the Virginia Tech Corporate Research Center and engaging
Virginia Tech faculty and students.
