I will have to be as brief as possible, even as I know you are a very busy person. My name are Mr. Michael Agbonseremi, General Secretary, Department of Science and Technology, Delta State, Nigeria. It is normal to ask how I got your email address since we have not met before. Well, one of my sub-ordinate did recomend you to us that your organisation is capable of handdling a pressing project we have on ground now.
The Delta State government of Nigeria wishes to put up a multi-purpose Information Technology center which will be situated in the heart of the state, i.e. the state capital "ASABA". The proposed Info-Tech center will comprise an Internet Cyber Cafe of Five thousand computers, a Tele Center enveloping Four thousand calling points (VOIP) and an Eatry (that exist already). The Governor ( Chief James Ibori) wishes the center is conected to the Internet via the best medium, VSAT and Underground Fiber Optic Cable connection are top on the apreciation list. Furthermore, the sum of six hundred and eighty million us dollars ($680,000,000.00) has been budjeted for this project. This budjet also covers the transportation and hotel accomodation bill of your company's representatives/Engineers. Furthermore, modalities have been worked out for the first visit of your Engineers to inspect the facilities we have on ground after the aproval of your proposal.
