Dear Laleh,

another book that might be of interest is Czarniawska's "Global ideas: how
ideas, objects and practices travel in  the global economy" this book is
heavily inspired by Latour and ANT and addresses the circulation of
particular ideas or management concepts  around the world. It is not
particualrly focused at policy-studies but it might still be helpful..in
conceptualizing the travel of policy ideas and practices
