been the media focus on women both as a key target audience as well as 
the main protagonists.

The government and its agencies have not been particularly able or wise 
in coping with the diverse and competing demands for allotment of radio 
frequency spectrum.

Community Radio: Too Many Obstacles
Though the government has unveiled its rules allowing educational 
institutions to set up community radio stations, experience so far shows 
that it is not comfortable about allowing this low cost communication 
technology to be put to wide use.
