What exactly is Doordarshan? Or AIR? Are they money-making concerns, do 
they need to earn their keep and make some money while doing so, like a 
hotel? Or are they a public service? If they are, then that service has 
to be paid for in the manner in which several public service 
broadcasters are paid all over the world -  not by advertising revenue, 
nor by government grants, but by licence fees on radio and television 
sets.
