Parliament today took a huge step towards putting a law on citizens' 
right to access information when the Lok Sabha passed the Freedom of 
Information Bill. The Bill, first mooted by the V.P.Singh government in 
the late eighties, enables citizens to have access to information on a 
statutory basis and remove the bottlenecks in the existing legal 
framework.

It makes it obligatory upon every public authority to provide 
information and maintain all records consistent with its operational 
requirements duly catalogued, indexed and published at such intervals 
as may be prescribed by the appropriate government or the competent 
authority. The Bill had been pending for a long time though there was a 
consensus among all parties about the need for such a legislation.
